e-Maritime Strategic Framework and Simulation-based Validation
Strategic framework and simulation-based validation for maritime services.
The objective of e-Maritime is to make maritime transport safer, more secure, more environmentally friendly and more competitive. To do so, e-Maritime must reduce the complexities that hinder networking between stakeholders, increase the automation of operational processes — particularly compliance management — and streamline synthesised information from disparate sources to support decision making.
The eMAR approach enables extensive participation of the European maritime public, business and research community in a knowledge development process that leads to the specification of the e-Maritime Strategic Framework, through multiple iterations across stages and stakeholders.
Key aspects of the strategic framework
- Market surveys, conducted by a leading company in the field, to identify the business drivers and requirement priorities of different stakeholder groups.
- Stakeholder needs analysis, using knowledge of technology and architectural capabilities from projects such as MarNIS, Freightwise, EFFORTS, Flagship and SKEMA, to identify new processes and functionalities.
- Implications for standardisation, and standardisation strategies for areas that cannot rely on developments elsewhere.
- Measures to address legal and organisational inconsistencies at national and regional levels, human factors and change management.
- Interfaces with SafeSeaNet, e-Freight and e-Customs, National Single Windows, Galileo and e-Navigation developments.
- Cost–benefit analysis of new business models, and the corresponding legal changes, that rely on e-Maritime services.
